New Orleans East, LA Community Health Center (NOELA CHC) is owned and operated by the MQVN Community Development Corporation (MQVN CDC), a non-profit organization dedicated to preserving and promoting the unique diversity, and improving the quality of life, of the residents in the Greater New Orleans area, beginning in New Orleans East.

NOELA CHC’s mission is to improve the health and well-being of underserved communities in and around the New Orleans East area by providing accessible, affordable, high quality, culturally competent community based primary, preventive, rehabilitative, and behavioral health care.


Featured Programs & Services

Since its inception post Hurricane Katrina, NOELA CHC has been providing critical health care services to the medically underserved rural communities of New Orleans East. With the nearest hospital 25 to 40 minutes away, and local hospitals still not operating in the area, NOELA CHC is the only healthcare provider serving these geographically and culturally isolated communities.


Patient-Centered Medical Home Recognition
MQVN CDC is in the process of expanding NOELA CHC from a 1000 sq/ft facility to a 7808 sq/ft facility to serve an estimated 20,000 residents in the area, notably achieving NCQA PCMH certification Level III in 2013—an extremely challenging feat even for larger and more established health centers.

Innovative Telemedicine Services
Under the Affordable Care Act and in partnership with Louisiana State University, NOELA CHC offers specialty consults via telemedicine. The health center conducts all of its hepatitis consultations using telemedicine technology including two-way video, helping to fast-track treatment and care for its patients.
